That Florida has the top three cities in a new ranking of the best places for retirees is maybe not too much of a surprise. But Casper, Wyoming, as No. 5? WalletHub declares it so, with the city's high rating on affordability (No. 3 overall) a key factor. The site crunches other factors including activities, quality of life, and health care to rank more than 180 metro areas. The best and worst, with California cities common in the latter category:
