Santiago Pena signed a decree making Tuesday a national holiday after Paraguay knocked out four-time champion Germany in a penalty shootout on Monday, reports Reuters. "Today, an entire country celebrates," Pena posted on X after the biggest upset in this year's tournament so far. His nation's team now advances to the round of 16.
