NY Wants to Crack Down on 'Super-Speeders' With Device

Proposal would require repeat speeding offenders to install GPS-linked speed limiters

New York may be done asking nicely for its most chronic speeders to slow down. Gov. Kathy Hochul is pushing a measure that would force so-called "super-speeders"—drivers caught by cameras going too fast at least 16 times in a year, or more than once a month—to install dashboard devices that electronically cap how fast their cars can go, reports the New York Times. Roughly 14,600 vehicles in the city currently qualify, with research showing that these drivers are disproportionately involved in serious crashes, especially near schools.

The technology, known as Intelligent Speed Assistance, uses GPS to read the local speed limit and allows only a small buffer above it, with a brief override option that's recorded each time it's used. Supporters, including Brooklyn Assemblywoman Emily Gallagher and state Sen. Andrew Gounardes, frame it as a safety tool, not punishment, arguing that fines haven't stopped a tiny group of drivers from amassing staggering ticket totals—one driver pinpointed last year had amassed more than 1,000 tickets since 2023.

Critics cite privacy and safety concerns if the system fails, or if a driver needs to suddenly accelerate. The state Senate has already backed a version of the bill, but the Assembly has yet to bring it to a vote, as negotiations play out in broader state budget talks. "This is one of more than 100 policy items that the governor has put into a fiscal document that we are reviewing," says a spokesperson for Assembly Speaker Carl Heastie. Last fall, the city announced it would be installing ISA tech into all of the city's fleet of nonemergency vehicles. "We owe nothing less to all those who have lost a loved one to reckless driving," Gounardes said last month of the technology.
